Exception #1: Small breed (from same household) / Small Littermates
If your two dogs are baby siblings from the same litter, some airlines will let them share one carrier, as long as:
They're littermates (same mom, same litter!)
Each pup weighs about 5 lbs. or both fit comfortably in one soft-sided carrier
The whole carrier still fits under the seat.
Exception #2: Buy the Seat Next to You
Not littermates? No problem. Airlines like Alaska and United will let you bring two separate carriers as a solo traveler, but only if you buy the seat next to you, too.
That means paying for an extra seat plus a pet fee for each carrier. It costs more, but it means you don't need to find a travel buddy or split up your pups.

Hire a flight nanny to fly with your pets
Book ground transport for shorter trips
Can you just buy two seats and skip all this?
